What it refuses to fake
- Source freshness must come from real ingest state, not a green badge hardcoded in the UI.
- Programmatic pages stay noindex until they have unique, source-backed coverage beyond a recycled event list.
- LLM output may summarize or draft, but it cannot decide whether an operator receives an alert.
